On the afternoon of July 10, 2026, President Xi Jinping of the People's Republic of China held talks with President Nangolo Mbumba of Namibia, who was on a state visit to China, at the Great Hall of the People in Beijing. The two leaders jointly announced the elevation of bilateral relations to a China-Namibia community with a shared future in the new era.

Xi Jinping pointed out that China and Namibia enjoy a profound traditional friendship and a common pursuit of development. Since the establishment of diplomatic relations, the two countries have always treated each other as equals, supported each other, and deepened friendly cooperation, which has effectively benefited the people of both countries. The Communist Party of China is uniting and leading the people of all ethnic groups across the country to comprehensively advance the great cause of building a strong country and national rejuvenation through Chinese modernization. Namibia is moving toward its 2030 vision. It is the right time to deepen friendly cooperation between the two countries, and the prospects are promising. China is willing to strengthen the exchange of development concepts and the alignment of development strategies with Namibia, and work together on the path

Xi Jinping put forward three proposals for building a China-Namibia community with a shared future in the new era. First, firmly support each other and deepen the integration of ideas. The two sides should maintain close high-level exchanges, deepen the exchange of experience in governance, keep regular communication on overall and strategic issues in bilateral relations, and continue to support each other on issues involving each other's core interests and major concerns. Second, tap cooperation potential and enhance cooperation levels. China has fully implemented zero-tariff measures for 53 African countries with which it has diplomatic relations. This is a major initiative for China to expand high-level opening-up and a "timely rain" to support African countries in accelerating development. It is hoped that Namibia will make full use of the zero-tariff policy, the upgraded "green channel" for products exported to China, and other preferential policies to enable more high-quality Namibian products to enter the Chinese market more quickly. China is willing to deepen cooperation with Namibia in infrastructure construction, energy, mining, agriculture, education, youth, science and technology, and other fields, and push bilateral mutually beneficial cooperation to new heights. Third, adhere to unity and coordination and defend multilateralism. China and Namibia are both important members of the Global South, with broad common interests and similar value pursuits. They should strengthen unity and coordination, firmly support each other, and jointly safeguard international fairness and justice. China is willing to continue to strengthen coordination and cooperation with African countries including Namibia, continuously expand the voice and strength of the Global South, and make new contributions to promoting the building of a community with a shared future for mankind.

Xi Jinping noted that helping Africa develop its rich mineral resources and effectively transforming resource advantages into development momentum is an important way to accelerate Africa's modernization process. China is willing to continue to strengthen mining cooperation with African countries including Namibia, focusing on three principles. First, mutual benefit and win-win results. African countries have rich natural resources, while China has advanced technology and a super-large market. The two sides should give full play to their complementary advantages and deepen interest integration. Second, friendly consultation. Solid political mutual trust is a unique advantage and important guarantee for China-Africa cooperation. We should proceed from the overall interests of China-Africa friendship and properly handle problems in cooperation through communication and consultation. Third, pioneering and enterprising. China is willing to innovate cooperation ideas with African countries in accordance with market-oriented and commercial principles, and promote the continuous improvement and upgrading of China-Africa mining cooperation.

Nangolo Mbumba said that the friendship between Namibia and China has a long history, and the bilateral relations have developed at a high level for a long time. He warmly congratulated the Communist Party of China on its 105th anniversary. China is a great country, and under the wise leadership of President Xi Jinping, it has achieved admirable economic and social development achievements. Namibia attaches great importance to its relations with China and firmly adheres to the one-China principle. It is willing to learn from China's experience, strengthen unity, consolidate mutual trust, expand cooperation, and promote greater development of the comprehensive strategic cooperative partnership between the two countries. The SWAPO Party of Namibia is willing to strengthen inter-party exchanges and close communication and cooperation with the Communist Party of China. Namibia is willing to expand trade with China, welcome more Chinese enterprises to invest and do business in Namibia, and looks forward to strengthening cooperation with China in industry, mining, infrastructure, aerospace, science and technology, agriculture, water resources, and other fields to help Namibia's economic and social development. China has long provided selfless support and assistance to African countries including Namibia and upheld a fair position in international and regional affairs. Namibia is willing to strengthen communication and coordination with China, safeguard the common interests of developing countries, and jointly build a community with a shared future for mankind.

After the talks, the two heads of state jointly witnessed the signing of a number of cooperation documents in the fields of economy and trade, medical and health care, education, and human resources.

The two sides issued the Joint Statement of the People's Republic of China and the Republic of Namibia on Building a China-Namibia Community with a Shared Future in the New Era.

Before the talks, Xi Jinping and his wife Peng Liyuan held a welcome ceremony for Nangolo Mbumba and her husband Epafras Mukwiilongo at the North Hall of the Great Hall of the People.

When Nangolo Mbumba arrived, the honor guards lined up to pay tribute. The two heads of state ascended the reviewing stand, the military band played the national anthems of China and Namibia, and a 21-gun salute was fired in Tiananmen Square. Nangolo Mbumba reviewed the Guard of Honor of the Chinese People's Liberation Army accompanied by Xi Jinping and watched the military parade.

In the evening, Xi Jinping and Peng Liyuan held a welcome banquet for the Mbumba couple at the Golden Hall of the Great Hall of the People.

Wang Yi participated in the above activities.
