In order to implement the decisions and arrangements of the Party Central Committee and the State Council on doing a good job in the employment of college graduates, and to implement the spirit of the "Opinions of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Accelerating the Construction of a High-Quality Employment Service System for College Graduates," Strengthen career education and employment guidance in colleges and universities, enhance the vocational planning awareness of college students, guide them to improve their comprehensive quality and ability through learning and practice, and make early preparation for employment. In order to open up a new field of employment with the new concept of career choice and promote high-quality and full employment, the Ministry of Education will hold the Third National College Students Career Planning Competition from October 2025 to April 2026. The relevant matters are hereby notified as follows.
I. The theme of the competition
Building dreams, young people aspire to all directions; planning starts, careers lead to the future.
II. Objectives of the Competition
We will strive to turn the competition into a large classroom to strengthen career education, a large platform to promote the docking of talent supply and demand, and a large market to serve the employment of graduates. By holding competitions, we can better promote learning through competitions, guide college students to establish correct views on growth and career development, scientifically and reasonably plan their studies and career development, and enhance their employment competitiveness; Encourage teaching through competitions, promote universities to strengthen career education, and do a good job in employment guidance services; To promote employment, we will widely mobilize industry enterprises and colleges and universities to participate, promote the effective docking of talent supply and demand, and make every effort to promote the high-quality and full employment of college graduates.
III. Organizational Structure
(1) The competition is jointly sponsored by the Ministry of Education and the Tianjin Municipal People's Government. The National Finals were hosted by the Tianjin Municipal Education Commission, Nankai University, Tianjin University, and Tianjin Normal University.
(2) The Organizing Committee of the Competition (hereinafter referred to as the Competition Organizing Committee) shall be responsible for the organization and implementation of the Competition. The main leaders of the Ministry of Education and the Tianjin Municipal People's Government will serve as the directors, and the responsible leaders of the Ministry of education and the Tianjin Municipal Government will serve as the executive directors. The secretariat of the organizing committee of the competition is located in the Student Service and Quality Development Center of the Ministry of Education.
(3) The competition will set up an expert committee to be responsible for the evaluation and other work.
(4) The competition shall set up a Discipline and Supervision Committee to supervise the organization, evaluation and other related work of the competition, and deal with violations of the competition discipline.
(5) The employment work departments of college graduates in each province may establish corresponding competition institutions to be responsible for the organization and implementation, evaluation, and recommendation of local competitions.
IV. Content of the Competition
(1) Main events. It includes the growth track for students, the employment track, and the teaching course track for teachers. Among them, the growth track has a higher education group and a vocational education group, and the employment track has a higher education undergraduate group, a higher education graduate group, and a vocational education group; The teaching courses are divided into higher education group and vocational education group.
1.Growth track. It is mainly aimed at students in non-graduation grades of undergraduate and graduate students, and examines their career development concept and reasonable setting of career goals, the growth process of continuous action and continuous adjustment around the realization of goals, the improvement of comprehensive quality and professional ability through learning and practice, and the embodiment of correct employment concept. Participating students can get internship opportunities. (See Annex 1 for details)
2. Employment track. It is aimed at senior students of undergraduate and graduate programs (excluding those who have been determined to be promoted through recommendation and other means) and graduate students, and it examines their practical job-hunting ability, personal comprehensive quality, professional ability, and compatibility with the target occupation, as well as the adaptability of their personal development path to the needs of the job market. Participating students can obtain job offers. (See Annex 2 for details)
3. Course teaching track. The vocational development and employment guidance courses for college students (excluding innovation and entrepreneurship courses and related professional courses) offered to ordinary colleges and universities shall be examined on the construction and innovation of courses and the implementation effect. (See Annex 3 for details)
(2) Activities during the same period. During the National Finals, a series of activities will be held, including school-enterprise supply and demand docking, employment education, entrepreneurship to promote employment, and curriculum teaching discussion and exchange. All universities and colleges in all regions will carefully design and widely carry out concurrent activities with rich content and diverse forms around the main events in line with the activities of the finals series.
V. Competition Rules
The competition adopts a three-tiered system of school competition, provincial competition, and national finals.
(1) The school competition is organized by each university, and the provincial competition is organized by each region. All universities and colleges shall independently determine the number of participants, group setting, competition procedures, evaluation methods, and award settings in accordance with the competition's growth, employment, and course teaching tracks. After completing the provincial competition selection in various places, the best candidates will be recommended for the national finals (undergraduates, graduate students, and doctoral students should maintain an appropriate proportion).
(2) There are about 750 students participating in the national finals, including about 400 in the growth track and about 350 in the employment track. The venues are divided according to the professional background, target occupation, and industry of the participants. No more than one contestant from each university will be shortlisted in each group of the Growth Track and Employment Track. The organizing committee of the competition will comprehensively consider factors such as the number of participants from various regions, employment guidance and recruitment activities, and the number of employers participating, to allocate the number of students participating in the national finals.
(3) There are about 100 teachers and students participating in the national finals. The organizing committee of the competition will allocate the number of teachers and students participating in national finals according to the scale of higher education in various regions, the opening of career development and employment guidance courses for college students, and other factors.
The national finals will award gold, silver, and bronze medals, as well as local and university outstanding organization awards, outstanding instructor awards, and other awards.
Six. Schedule of the competition
(1) Registration for participation (October 2025 - January 2026). Participants register through the National College Students Career Planning Competition platform (hereinafter referred to as the competition platform, website: zgs.chsi.cn). The operation manual can be downloaded from the login page of the competition platform. The opening time of the competition platform is October 20, 2025, and the deadline for registration will be determined by each college and university according to the provincial competition schedule, no later than January 31, 2026.
(2) School competition and provincial competition (October 2025 to early March 2026). All universities and colleges are required to set up provincial and school administrators according to the requirements, and use the account allocated by the competition organizing committee to log in to the competition platform to manage and view information about the provincial and school competitions. All regions must complete the organization of the provincial competition by March 15, 2026.
During the school competition, the competition platform will open the growth track career challenge function and the employment track professional adaptability assessment function, and the participants can choose to use them according to their needs.
(3) National Finals (April 2026). The finalists of the finals will decide the various awards through the on-site competition. The specific arrangements for the on-site competition and concurrent activities will be notified separately.
(4) The race schedule of the course teaching track shall be based on the course teaching track plan (Annex 3).
VII. Participation Requirements
(1) Participants in the growth and employment track of the competition must be full-time students of ordinary undergraduate colleges and universities. Each contestant chooses one track that meets the requirements according to their own conditions to participate in the competition. Participants who won gold and silver medals in the national finals of the previous competition may not participate in the original track competition again.
(2) Participants must accurately fill in the registration information on the competition platform in accordance with the requirements. The materials submitted should ensure authenticity and shall not contain illegal and illegal content. Otherwise, they will be disqualified from the competition and the awards won, and shall bear corresponding legal responsibilities.
(3) All universities and colleges must carefully review the qualifications and materials of the contestants to ensure that they meet the relevant requirements.
VIII. Work Requirements
(1) Fully mobilize. All universities and colleges should earnestly do a good job in the publicity and mobilization work of the competition. Take the competition as an important carrier to strengthen and improve career education and promote high-quality and full employment, mobilize more college students and teachers to understand and participate in the competition, and coordinate the competition with various career education, employment guidance, internship practice, campus recruitment and other activities. Local and industry-specific employment and entrepreneurship guidance committees should recommend experts and employers to participate in the competition, gather more internship and job resources, and help more graduates achieve early employment during the competition.
(2) Careful organization. All regions and colleges and universities should attach great importance to it, make meticulous arrangements, and make further investment and promotion in student career education, employment services, curriculum construction, teacher training, etc., and provide necessary venues and financial support for the organization of the competition and concurrent activities. Adhere to public welfare, fairness, openness, frugality, integrity, and safety in organizing the competition. Each provincial college graduate employment work department shall designate one staff member as a liaison officer to be responsible for the communication and exchange work of the competition.
(3) Widely publicize. All universities and colleges should take the initiative to contact mainstream media at the central and local levels and make full use of campus media. New media and other diversified channels of communication will promote and publicize the competition in an all-round way, continuously enhance the coverage and influence of career education and employment guidance work, and create a good atmosphere for the whole society to care about and support the employment of college students. The organizing committee of the competition will release the competition logo, main visual, mascot image and other promotional elements at an appropriate time for use in various levels of competitions, and continuously enhance the brand influence of the competition.
(4) Summarize experience. All regions and universities should seriously summarize and sort out the experience of running the competition, promote the level and characteristics of the school competition and provincial competition, make good use of the results of the competition, further give full play to the demonstration role and the value of educating people, and strengthen the publicity of the typical figures and deeds of peer education that have emerged, and launch the typical practices that can be replicated and promoted. After the provincial competition, all regions shall submit the summary materials to the competition organizing committee in a timely manner according to the requirements. According to the needs, colleges and universities can be organized to carry out experience exchanges in places with conditions.
9. Other matters
The final interpretation of the content of this notice belongs to the organizing committee of the competition. The organizing committee of the competition will organize a competition briefing or relevant work training as needed, and will not entrust any third-party institutions or individuals to carry out the above activities.
